Council approves sidewalk, pool HVAC change order and elevator modernization contracts

The Department of Public Works recommended a contract with Lopez Construction for the 2025 hazardous sidewalk project for $273,279 with a 15% contingency (total authorized not to exceed $314,271). DPW Director Ron Lacoste said the project was included in the FY26 budget and will be paid from the sidewalk division of the general fund, with roughly $130,000 covered by property owners via assessments.
Interim Parks, Recreation and Arts Director Justin Duranke explained that when crews opened walls during the Hannah Community Center pool HVAC replacement they discovered significant corrosion on steel beams from chlorine exposure, necessitating a structural engineering review and an emergency procurement that produced change order #13 for $39,073.31; council ratified that change order unanimously and approved adding a dehumidification unit to reduce future corrosion.
The council also approved a $125,661.59 contract with TK Elevator Corporation to replace the control unit and related mechanics in the Hannah Community Center lobby elevator to comply with forthcoming state elevator code changes effective Jan. 1, 2028; the city is phasing elevator upgrades across facilities.
