City hears update on urban park and pavilion as council approves $81,861.98 partial payment

Louis acknowledged the site is not finished and said stormwater and finishing work remain incomplete.
Council members and residents raised several site-specific concerns. Alderman Sandra Marks asked about a steep sidewalk gradient at the entrance and whether water was ponding; Louis said the intent is for that entrance to be ADA accessible and staff will review drainage "to make sure it's considered." A councilmember asked about temporary perimeter chain-link fencing and whether it would be upgraded; presenters said permanent fencing will be installed and temporary fencing should be removed before major events.
Separately, in the public buildings committee, council approved partial payment No. 9 to Prestige Construction Group in the amount of $81,861.98 for the parks and pavilions project. The motion carried; Alderman Martin registered an opposition on that payment vote in committee discussion remarks.
Why it matters: The pavilion is central to upcoming events and tournament traffic; council members emphasized the need to secure the interior of the permanent fence and to ensure ingress/egress, ADA access and drainage are resolved before high-attendance events.
Quote: "The entrance is going to be ADA accessible," Louis said when asked about the sidewalk grade. "We have improved the stormwater drainage system. It's obviously not all in place right now. But, we'll take a look at that to make sure it's considered."
Next steps: Staff and contractors said they will inspect the ramp and drainage, complete permanent fencing and continue work to meet festival scheduling; finance staff processed the approved partial payment to the contractor.
