The staff presentation described a two‑tiered, 10‑year schedule: for the first five years residential customers would pay $1.50 per month, commercial $3.00 and industrial $5.00; in years six through ten the rates would increase to $2.50, $5.00 and $7.00 respectively. Staff projected the fee would generate roughly $88,000 annually under current account counts, about $441,000 over the first five years and about $733,000 over the second five.
Staff said “every dollar that we collect will go to street resurfacing and reconstruction, pothole repair and maintenance,” and that revenues would be tracked in a separate dedicated fund with annual reporting to council. Several residents and council members urged clear public outreach and asked that the council consider exemptions, timing and the cumulative cost of multiple fees; one council member suggested adding a flyer in utility bills and pushing the proposal through social media.
Council directed staff to return with the item for formal consideration at an October meeting with outreach materials in advance and discussed possibly placing an effective date in November to allow resident input.
