Clayton County board approves several principal and administrative appointments; tribunal decision attempt fails

The Clayton County Board of Education on Sept. 3 accepted multiple superintendent recommendations for school leadership and approved routine financial items and the district’s Career, Technical and Agricultural Education (CTAE) budget.
Superintendent Dr. Anthony Smith presented a slate of executive‑session recommendations that the board moved to approve. Board member Mark Christmas moved to accept the superintendent’s recommendation to appoint Dr. Cynthia Freeman Smalls as principal of Perry Career Academy; the board seconded the motion and the chair announced the vote as unanimous. The board likewise approved Dr. Francis Thomas for principal at Church Street Elementary, Brandy Roman as assistant principal at East Clayton Elementary, and Dr. Eldrick Horton as high‑school assistant superintendent (Horton had been serving in an acting capacity), each by motions that were seconded and recorded as unanimous.
In addition to personnel actions, the board approved the consent agenda — which the chair described as including the financial report, SPLAS revenue report, purchasing report, budget amendments, SPLAS construction report, capital purchasing report and personnel changes report — and then voted to adopt the district annual CTAE budget. Both votes were announced as unanimous by the chair.
The board also considered recommendations from a tribunal panel in case number 2025‑2026‑01. A motion to uphold the tribunal board’s decision was moved and seconded, but after votes were tallied the chair announced there were four opposing votes and declared the motion failed.
The meeting concluded with routine announcements and adjournment at about 6:44 p.m.
