Board approves first readings of policies on AEDs, assessments opt-out, contracts and safety notifications

Superintendent Dr. McCord presented the policy revisions and highlighted key provisions. In the draft update to Policy 5-410 (Interscholastic Athletics), the administration proposed a requirement that the district provide an automated external defibrillator (AED) on every campus and at each school-sponsored athletic event, and that the district maintain and display AEDs in accordance with ARS requirements; Dr. McCord said that provision would take effect on Aug. 1, 2026. "Beginning on 08/01/2026 ... the district shall provide an automated external defibrillator," he said.
On assessments, the board approved a first reading of Policy 5-216.01 to accept official score reports from nationally recognized assessments (for example, the SAT) and allow a student to opt out of a state-prescribed exam if an official national score report is submitted before the state testing date. District staff noted several open questions about how state agencies will treat those opt-outs for participation denominators and cut scores and said they are awaiting guidance from the Arizona Department of Education.
The board also approved a first reading of Policy 4-101 clarifying governing board authority regarding employment contracts. The revision states, consistent with cited state statute language, that the governing board "shall not issue contracts of employment to certified teachers prior to March 15" when those teachers are probationary or continuing employees of the district; the policy does not prevent offering contracts to educators not currently employed by the district.
Two safety-focused policies were advanced on first reading: Policy 5-402 (Department of Child Safety interview and custody) adds identification verification steps when DCS caseworkers interview on campus and directs the district to verify and retain DCS identification records while avoiding retention of personal ID data. Policy 5-401 (Police interview notification) requires the district to notify parents or guardians immediately if a juvenile is taken into temporary custody on district property, after consulting with law enforcement to ensure such notification will not compromise safety or investigations.
All items were approved on their first read and will return for a second reading and final action. Board members discussed practical implementation issues — such as AED placement and staff training, the state—s forthcoming cut-score guidance for alternate national assessments, and coordination protocols with law enforcement and DCS — and the superintendent said district procedures and administrative guidelines will be used to implement details as state guidance becomes available.
