State Board of Elections certifies ballot order for June primary, finalizes prior enforcement decisions

The State Board of Elections unanimously approved its March 4, 2025, meeting minutes and finalized enforcement decisions regarding "stand by your ad" violations before conducting and certifying random ballot-order drawings for simultaneous primary filers.
Commissioner Veil told the board the filing period for primary ballot access concluded that day and thanked staff members John Cronin, Ellen Oakey and Josh Young for processing filings and improving communications. Board staff then conducted random drawings to set ballot order in seven contests where multiple candidates filed at the same moment, including the Democratic contests for lieutenant governor and attorney general and several House of Delegates districts.
In the drawing for lieutenant governor’s Democratic nomination, the board-recorded order was: LaVar Stoney (first), Barbara Latif (second), Aaron Rouse (third), Victor Salgado (fourth) and Ghazala Ashmi (fifth). For attorney general, Shannon Taylor was drawn first and Jay Jones second. The staff member conducting the drawings said a complete candidate list will be posted after final paperwork review.
A board member moved to certify the drawn ballot order for the primary elections to be held on June 17, 2025. The motion was seconded and approved by unanimous roll-call votes from Chairman O'Bannon, Vice Chair Dance, Mr. Weinstein, Dr. Stolle and Secretary Elvis Long.
Earlier in the meeting the board also voted unanimously to finalize decisions on four "stand by your ad" violations assessed at the March 4 meeting and to approve the meeting minutes. The board then voted to enter a closed session to discuss pending threatened litigation, citing the relevant provisions of the Virginia open-meetings code; staff from the Department of Elections and the Office of the Attorney General were authorized to attend the closed session to assist the board.
The board's next regular meeting is scheduled for May 27.
