Pocatello council approves budget ordinance, police contract and multiple airport and facility actions

The Pocatello City Council on an evening meeting approved a package of ordinances, contracts and leases affecting city finances and facilities.
Council read and passed an ordinance amending appropriation ordinances 3148 and 3156 to increase expenditures across multiple funds by $5,399,717, to be funded by grants, unexpected revenues and previously unappropriated cash balances. Jared read the full ordinance on final passage and the mayor declared it passed.
The council also approved adoption of the fiscal year 2026 collective bargaining agreement for the Fraternal Order of Police, Local Lodge No. 13. Heather Buchanan, human resources director, said the estimated fiscal impact for sworn officers is about $525,000. The council moved and approved the contract and authorized the mayor to sign documents subject to legal review.
Council authorized submission of a U.S. Department of Transportation Innovative Finance and Asset Concessions grant application to fund a feasibility analysis for a transload facility at the Pocatello Regional Airport. The project total was described as $1,000,000 with no city match required; council authorized the mayor’s signature on grant documents, subject to legal review.
Other approvals included a five-year airport lease with RDM On-site and Infinite Hydraulics for roughly 4,208 square feet of warehouse space at a starting rent of $553.80 per month (subject to CPI adjustments and periodic rate reviews); a declaration of a 0.11-acre parcel as surplus with intent to exchange the property for equal-or-greater value owned by Jack Brennan; award of construction manager/general-contractor services for a new Riverside Golf Course clubhouse to Construction Services Incorporated with funds from the capital improvement project fund; and a use agreement allowing the Historic Old Town Pocatello Foundation to access the old downtown bus depot for 2025 haunted-history walking tours.
Motions were routinely described by the mayor and council members and approved following roll-call votes. Where staff provided fiscal context, the council recorded the estimated impacts (for example, Buchanan’s $525,000 estimate for the police agreement). The council indicated agreements and leases will be signed by the mayor subject to legal review.
