Board hears budget, strategic-plan, website and construction updates; state budget delay prompts contingency steps

At the Committee of the Whole meeting, district staff provided updates on the state budget stalemate, the strategic-plan procurement, a website refresh and ongoing capital projects.
Finance lead Mr. Cheesen told the board the state budget remained unsettled nearly two months after the June 30 deadline and that, in the interim, the state has allowed some districts to forego debt-service payments via a debt-intercept program. "We do have some debt service payments coming up... I'll take advantage of that plan," Cheesen said, estimating short-term savings in the low millions if the district enrolls in the program. He reported a recent cash-on-hand figure of about $46 million from the last meeting but said exact year-end numbers would be confirmed later.
Chief Accountability Officer Gatewood reviewed the strategic-plan RFP process: the RFP was advertised in mid-August, written answers to vendor questions were posted publicly, proposals were due Aug. 29 and the district received 20 submissions. A seven-member selection committee including one board member is vetting proposals and a recommendation is expected next week.
Ms. Erwin reported the district has narrowed its website-vendor search to two finalists and emphasized priorities including engagement, navigability, multilingual support and ADA compliance; the last full site refresh was noted as roughly 2016–17.
Facilities updates from Mr. Rockman noted the Erie High final phases should finish this month after nearly five years and about $84 million in project spending; Lisonbee is targeting February completion and a midyear move after spring break, with an anticipated April 7 return. To avoid delays from long lead times, the district plans to purchase main electrical switchgear for Grover Cleveland now (and later for Strong Vincent) because switchgear can take about 40 weeks to manufacture and deliver.
Board members asked for clear timelines, attachments to agenda items and confirmation that vendors will be notified before public announcement. The board scheduled a Committee of the Whole meeting prior to the regular meeting next week to review the RFP recommendation.
