The HILLSBORO R-III Board of Education voted to increase its financial commitment for a city-led Leon Hall Parkway/Business 21 turn‑lane and sidewalk project by $300,000, bringing the district’s total pledge to $400,000.
Board Chair (Speaker 1) presented the recommended addendum to a prior agreement and said the additional funding addresses design changes and utilities work that were not part of the original grant-funded scope. "This would bring the total district commitment to $400,000," Speaker 1 said during discussion of the item.
Speaker 2 explained the project’s funding mix: two federal grant programs (a TAP grant and an STP grant administered through MoDOT) cover much of the work but engineers identified additional costs to relocate a traffic signal, move storm infrastructure and add detector loops and blacktop to the primary entrance. Speaker 2 said completing the added work now avoids a two‑phase approach and could save the district money long term.
The board discussed timeline and traffic impacts. Construction was described as a MoDOT-managed job anticipated to occur in January–February 2027 with completion by mid‑year. Speaker 2 said the city will administer contracts and billing and the district is pledging the additional amount in fiscal years 2027 and 2028 to provide the city assurance of reimbursement.
The motion to approve the MOU addendum and the additional district contribution carried by voice vote.
What happens next: the city will continue engineering and procurement; the district will post the addendum materials and coordinate temporary bus-route adjustments during construction.
