Residents press Garfield Board on rehiring, contracts and OPRA fees at public comment

Danielle Marcello followed with specific questions about OPRA requests and record-production fees. She cited her calculations that support-service charges were about "$74.52 per hour" and that the board secretary or custodian-of-record fee was "$92.50 an hour," and said the district had incurred "over $5,000 since the month of July" for OPRA-related costs (Danielle Marcello, SEG 1216–1235). Marcello asked who pays those fees (taxpayers, she suggested) and why digital searches appeared to take hours when technologies should allow faster retrieval.
Mayor Quanto also spoke, congratulating honorees and echoing concerns about agenda transparency and level-of-detail provided in agenda materials (Mayor Quanto, SEG 1269–1303).
In response, board members said that abstentions on some earlier items were due to not being present at prior meetings and that two jobs had been pulled from the agenda for further consideration (items referenced as 71 and 304). A board speaker stated "some stipends were removed, and we are working on it" and said additional review would occur before the next meeting (board response, SEG 1346–1347).
