Cleveland City Schools board approves multiple policy updates, adopts device restriction with annual review

The Cleveland City Schools Board of Education on Aug. 4 approved a slate of policy updates and added a reporting requirement for the districts new personal-device rule.
Board members voted unanimously to approve first-and-final readings of a set of student- and employee-specific policies. Among changes the board adopted was policy 6.312, governing the use of personal wireless communication devices. Dr. Elliott, the director of schools, told the board the district is implementing rules that go "above and beyond" state law to boost student engagement and instructional practices.
The board also agreed to add a reporting section to the device policy requiring the director to provide an annual effectiveness report to the school board during the June meeting. Dr. Elliott explained the district will monitor academic indicators, discipline referrals, attendance and teacher feedback as measures of the policy's impact.
"First, if you look at the academics area, student engagement and instructional practices, Is there our goal to increase the engagement of that?" Dr. Elliott said. "We believe that will be the case, but we'll be watching that as we look at test results, but also the active engagement in the classroom."
Board members asked for interim updates during the semester; the director said he would bring updates even though the reporting requirement will be annual in the policy text. The board formally accepted the policy set and the reporting wording by roll-call vote; the clerk recorded unanimous "Yes" votes by the board members present.
