Council approves MOU to place laid‑off probationary firefighters on three‑year rehire list

The Sparks City Council on Aug. 25 adopted a memorandum of understanding (AC‑6087) between the City of Sparks and the International Association of Firefighters Local 731 that creates a rehire list for qualified probationary firefighters who were released during a personnel reduction. Shauna Halterman, the city’s human resources director, said the MOU revises the relevant collective‑bargaining provisions to allow probationary firefighters to remain on a rehire list for up to three years and described the change as having no direct financial impact to the city.
Halterman said the measure responds to three firefighters who completed the academy but were released as part of a personnel reduction; the MOU would allow them to be placed on the rehire list effective June 26, 2025. Councilmember Anderson asked whether similar terms could be sought by other bargaining units; Halterman said the fire‑service situation was unique because individuals were in the academy when layoffs occurred, and other units could potentially ask for similar language in future negotiations.
Vanderwell moved to approve the MOU and Bybee seconded. The motion carried unanimously among members present.
