Joe Danival of Environmental Design Partnership introduced Starlight Developers’ conceptual PDD at 1011 2nd Avenue, describing two buildings with a total of 175 residential units, parking for 307 vehicles (about 1.75 spaces per unit), public trails and a kayak launch on the riverfront. “The project consists of 2 buildings and 175 units,” Danival said while reviewing slides showing building footprints, a subsurface parking garage and preserved tree canopy along the waterfront.
Board members focused on emergency access, tree preservation along the river, trail lighting and whether the planning board should take lead-agency status for a coordinated environmental review. Several members said they were not yet prepared to assume lead agency because the project will require extensive interagency coordination and more information; one member moved to table lead‑agency designation until the board had additional details and that motion carried unanimously. The board also moved to table further PDD action pending additional submissions and interagency consultation.
The applicant will return with more detailed materials and coordination outcomes, and the planning board did not decide lead-agency status at this meeting.
