The Richmond City Planning & Zoning Commission voted to rezone a property at the corner of Heath Street and Estill Avenue from B‑1 to I‑1, allowing light industrial uses on the lot owned by MBR Properties. The motion to approve the zone map amendment and the findings of fact passed with an affirmative vote from commissioners present.
Applicant representatives said the owner, represented at the meeting by Mike Rice, owns adjoining parcels behind the corner lot and envisions small-scale warehousing or light industrial activity; they described a possible 50‑by‑70 building footprint as a preliminary concept. Staff cautioned that I‑1 development requires a minimum building site of about one acre and front/side/rear setbacks of roughly 25 feet, which could limit buildable area and prompt future variance requests or board‑of‑adjustments review for site plans.
There were no public comments at the hearing. Commissioners approved the rezoning after discussing site history and minor cleanup that had occurred on the lot. The action directs staff to update the zoning maps and file the approved findings of fact.
