The Pittsburg City Commission denied a conditional‑use permit request from Christopher Cross to operate a contractor shop at 615 E. 22nd Street, following a planning commission recommendation to deny the request 6–0.
Planning staff explained that under Article 30 of the city ordinance a secondary structure may not be used for business without an associated primary structure in a residential (R‑1C) zone, and the planning commission heard six neighbors testify in opposition. Christopher Cross told the commission he acquired the property in February 2023, said the garage was in good condition and that he had been storing materials there. He asked for a temporary 2‑to‑5‑year conditional use so he could generate revenue and later build a residence. "The conditional use request is only for 2 to 5 years," Cross said, adding he planned to invest in Pittsburg and build a house on the lot.
Commissioners said the ordinance limits such uses and noted the planning commission had voted unanimously against the request; neighbors raised concerns that the property’s earlier arson and current use are inconsistent with the residential character. The commission moved and voted to deny the permit.
Next steps: The denial stands unless the applicant seeks a different form of relief or submits a revised application in compliance with Article 30.
