Muskegon opens public hearing on 2024 CAPER; staff outlines CDBG/HOME uses

The Muskegon City Commission opened a public hearing on the city's 2024 Consolidated Annual Performance and Evaluation Report (CAPER), City staff said the report has been posted online since Sept. 9 and that the city will accept comments through Sept. 25 via email, phone or in person.
Sharonda Carson, director of Community and Neighborhood Services, said the CAPER reports progress on how funds from the Community Development Block Grant (CDBG) and HOME programs were used. Carson cited examples from the 2024 reporting year: more than 58 homes received emergency repairs (roofing, foundation, plumbing), Reese Park received a pavilion, alleyways in the McLaughlin neighborhood received paving, AgeWell Services received support for Meals on Wheels, and TrueNorth used funds for an eviction prevention program.
Carson said the department leverages other sources—senior millage, lead program, Healthy Homes—to address whole‑house needs, and that staff try to avoid turning residents away except where applicants are over income or lack necessary documentation. Commissioners asked whether the CAPER would be posted on the city website and whether CDBG allocations will increase next year; Carson confirmed the report is online and said she expects an increase in federal/state funding for the next fiscal year.
The hearing remained open for phone and online comments through Sept. 25; staff provided an email (cnsmail@shorelinecity.com) and phone number ((231) 724-6717) for submissions. No in‑person comments were made during the hearing portion at the meeting.
