Owensboro approves purchase and redevelopment deal for former juvenile-justice site at Highway 54

The Owensboro Board of Commissioners authorized the acquisition and transfer of the former state juvenile-justice site at 3001 Highway 54 and approved an incentive package for the developer on Sept. 16, 2025.
City Manager Nate Pagan said the site had been vacant for several years and become overgrown, generating public-safety calls and a negative image along the Highway 54 corridor. The city will acquire the property and sell it to 54 Grand LLC, a local development firm that had previously bid on nearby sites. Under the municipal order the city will reimburse 54 Grand LLC 75% of incremental general-fund ad valorem revenue (excluding school tax) derived from the property for at least five years; if investment exceeds $50 million the incentive period extends by three years to eight years.
Pagan described the package as a standard redevelopment incentive intended to eliminate blight, reduce demands on public-safety resources and return the site to productive use and the tax rolls. Commissioners approved the purchase and the incentive agreement by voice vote.
