Members of the Finance, Audit and Budget committee on Aug. 13 reviewed three ordinances and five contract awards and placed them on the omnibus for board consideration. Committee members said the items had been reviewed by staff and presented without substantive changes.
Chicago Market (Chicago Cooperative) — Gerber Building, 4620 North Broadway, Wilson Station: Tom McComb explained a proposed second amendment that would provide Chicago Market a six‑month rent abatement from July 1, 2025, through Dec. 31, 2025, and a corresponding six‑month lease extension so the total lease payment stream is not diminished. Staff said the Gerber Building interior remains unfinished, construction estimates grew post‑pandemic, and the abatement is intended to give the cooperative time to secure additional funding for build-out. The committee placed the Chicago Market ordinance on the omnibus (moved by Director Eady; seconded by Director Lee); roll call at the committee level recorded the motion as passing.
1708 Benson Avenue, Evanston — Purple Line ground lease: Bill Mooney summarized a consent to assignment and amendment for an existing ground lease dating to 1999. The lease term and its two 10‑year extension options would remain available through November 2039; the new adjacent‑owner (CSP Evanston Retail LLC) seeks to assume the existing terms. The committee advanced the ordinance to the omnibus.
120 North Racine Avenue — ShipBob Inc. lease: Staff presented a direct lease proposal for space previously subleased to ShipBob. The proposed lease would begin Sept. 1, 2025; staff cited a $15,000 per‑month rate for the space that ShipBob previously occupied by sublease and said arrangements will convert to a month‑to‑month CTA lease commencing Sept. 1, 2025.
Five contract awards across transit operations, finance, planning, administration and law were reviewed; no substantive questions were raised at committee. Committee members moved to place the contracts on the omnibus for board approval.
At the full board meeting later the same day, the omnibus (three ordinances and five contracts) was presented and approved on roll‑call votes. Committee and board minutes show motions were moved by Director Eady and seconded by Director Lee at committee; full‑board votes were conducted by roll call and recorded as passing.
