PUEBLO — During a special meeting on Sept. 29 the Pueblo City Council voted to enter executive session to discuss the PEDCO contract and related negotiation strategy.
The presiding official moved "that we go into executive session for the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and or instructing negotiators under CRS section 24-6-402(4)(e)(I) ... to discuss the PEDCO contract." The motion was seconded (Councilor Brett Boston identified). A voice affirmative was recorded and the presiding official said the council would go into executive session.
The transcript contains no public account of what was discussed in the executive session; it only records that the council later ended the executive session and adjourned the meeting. Because Colorado law (CRS 24-6-402) permits executive sessions for certain negotiation and strategy topics, the council’s discussion and any resulting direction to staff or negotiators occurred outside the public transcript and were not disclosed in the public record provided.
No votes or public decisions about the PEDCO contract were recorded in the public portion of the meeting. The meeting record indicates the council convened the closed session and later adjourned without announcing any public action on PEDCO.
