City says ALCC construction is on track; opening eyed for spring ribbon cutting

Director Cochran told council that from April through August crews completed footings, underground utilities and the elevator shaft, and that masonry, steel framing and concrete floors are now in place. Cochran said the contractor focused masonry work on the west facade to try to open the splash pad for summer but the work took longer than expected; as a result the splash pad could not open this season.
Cochran said staff is coordinating with potential tenant organizations — including the library and the Learning Bank — on lease and operating agreements and working through shared‑facility details such as restroom access, janitorial responsibilities and cost splits. He also said furniture procurement has been delayed until the building envelope is complete to avoid storage damage.
On the schedule, Cochran said staff is still targeting substantial completion around late February, with tenant move‑in and an optimistic opening and ribbon‑cutting in March–April, likely in April. "We are on schedule and everything is going well," Cochran said. The administration committed to return with additional updates as work proceeds.
