City stakeholders presented a proposal intended to accelerate downtown revitalization by subsidizing demolition and redevelopment of a block of dilapidated buildings on Main Street.
Local investors and business owner Steve Wilson (Gallenberg Brewing) and other stakeholders described structural deterioration, flood-elevation requirements, and prohibitive rehabilitation costs. City staff described a proposed tri-party agreement involving the city, the Industrial Development Board (IDB) and the developer. Under the concept, the IDB would hold and disburse redevelopment funds: the city would appropriate funds to the IDB, the developer could draw $100,000 per structure to fund demolition and immediate pre-construction work, and the city would retain a lien until construction began. The agreement would include performance protections requiring the developer to complete improvements or revert properties to the city.
Council voted to amend the agenda to hear the proposal tonight and then approved a motion to proceed with a figure of $400,000 for the current project — contingent on the mayor’s comfort with the final agreement and standard safeguards. Supporters emphasized urgency because the property owner’s due-diligence deadline is imminent; opponents and staff urged careful due diligence and safeguards to protect city interests.
Next steps: staff will draft the tri-party agreement with the IDB and the developer, include financial safeguards and lien language, and bring the final agreement to the mayor for signature and to the council per procurement/appropriation rules.
