Council hears county proposal for radio-system reserve fund to smooth future costs

Joshua City Council members heard a presentation about planning for future radio and communications expenses and a county-led proposal to create a restricted reserve fund.
Speaker 4 (Peacock) told the council the city received a letter from Judge Bodecker suggesting that cities participating in the county's new radio system consider setting up a restricted (escrow-style) reserve fund to accumulate money annually for future radio upgrades and replacement costs. Peacock said contributions would be a pro-rata share based on each city's number of units and usage, that the funds would remain in each city's own accounts rather than go to the county, and that the approach is intended to smooth the impact of future equipment expenditures.
He said the first intergovernmental meeting to discuss feasibility was scheduled for April 30 at the courthouse and that he, the police chief and possibly Marcy would attend. Peacock told council members that no decisions were expected at that initial meeting, and that staff would return with cost estimates and options before any local commitment is made.
Council members were invited to attend the county meeting and were told that staff will report back with dollar estimates and options for whether the city will place funds into a restricted reserve.
