Ordinance 24-2025 (first reading): The council took a first reading of an ordinance authorizing operation of street-legal special purpose vehicles (as defined by Senate Bill 63 and related KRS provisions) on city highways with posted speed limits of 35 miles per hour or less and setting equipment and helmet requirements for passengers under 18. The ordinance passed its first reading by roll call.
Ordinance 26-2025 (first reading): Council voted to amend the FY2025-26 annual budget (revenues and appropriations restated in the ordinance summary). The full ordinance text is on file with the city clerk for public inspection. The first reading passed on the council floor.
Municipal orders (CDBG reprogramming): Council approved three municipal orders to reprogram unspent Hopkinsville CDBG (Community Development Block Grant) funds from the Hopkinsville Home Improvement Program to a Public Facility Improvement program, a package totaling roughly $145,000 across prior fiscal-year lines. Melissa Clayton explained HUD restrictions that precluded using the funds for street repaving but allowed parking-lot resurfacing; the council assigned the Boys & Girls Club parking lot and West Side Park parking-lot projects as initial uses.
