Greer presents August financials; council flags EMS response time concerns

Greer — During the Sept. 23 meeting, Chris Klein presented the city's financial performance as of August 2025 and councilors raised concerns about ambulance response times reflected in the fire department's monthly report.

Klein reported a general fund cash balance of $18,326,000, year‑to‑date revenues of $1,582,000, year‑to‑date expenditures of $9,161,000 and said the general fund was about 1% over budget. He summarized unfavorable benchmark variances: $673,000 on revenues, $1,145,000 on expenditures and a total unfavorable benchmark variance of $1,818,000. Klein also provided balances for the hospitality fund ($2,935,000; YTD revenues $677,000; YTD expenditures $8,400) and the stormwater fund ($3,757,000; YTD revenues $30,620; YTD expenditures $93,351).

Separately, a council member asked the body to re‑examine the fire department's monthly report, saying EMS response times remain a concern. The member said the city had to provide ALS service in multiple instances: "year to date, 24 in Greenville County, 31 in Spartanburg County," and warned the practice has budget and service implications when county units are not staffed with paramedics.

City leadership acknowledged the concern and said department heads and administration will follow up. Klein stood for questions after his presentation and staff offered to provide additional details to council on request.
