The Crescent City Council by supermajority vote declared there remains a need to continue emergency action for the Pebble Beach Drive slide area between 7th and 8th Street, authorized the city manager to execute Contract Change Order No. 2 under a force‑account agreement with Tidewater Contractors for emergency restoration work, and adopted Resolution No. 2025‑08 amending the FY 2024–25 budget to allocate funds for the project.
Director Yeager outlined the evolution of the project: a January 2024 incident led to an initial estimate of $6.68 million based on preliminary borings and similar projects; subsequent borings and contractor work increased the wall length and depth (from 25 feet to 33 feet in places) and altered the scope. State emergency funds and federal reimbursement mechanisms were discussed; staff said the city expects reimbursements through federal funding flows and has $7.9 million in state working capital for the project. Yeager described design changes added after Coastal Commission site meetings — pedestrian access and a 10‑foot bike/ped trail behind the wall, cable railing, ADA compliant ramps, landscaping with native plants, and roadway repairs and restriping. Staff described pre‑priced elements for landscape, fencing, signage and striping and characterized the $800,000 currently requested for ancillary items as conservative.
Council moved, seconded and passed the three‑part motion: (1) by four‑fifths vote, declare continued emergency under Public Contract Code §22050; (2) authorize execution of CCO‑2 with Tidewater Contractors for temporary restoration of Pebble Beach Drive (7th–8th); and (3) adopt Resolution No. 2025‑08 to amend the fiscal year budget. The motion passed with the supermajority required.
