The audit — completed by Abdalian Associates — presented the Measure S financial statements as fairly stated with no material findings.
City staff highlighted major expenditures funded by Measure S: fire equipment and replacement (SCBA purchases and skid pump), police equipment and one‑time purchases (tasers, body cameras), a $600,000 street preservation CIP and pool capital and operations support. The presentation noted some line items rolled over into the next fiscal year because projects were not completed before June 30; staff said carryover is expected and usable for upcoming projects.
Ernie Perry, chair of the Measure S oversight committee, commended staff for accounting and project delivery that often came in under cost estimates, which produced carryover that can be applied to future needs. Council accepted the oversight committee's report and took no further action.
