The Crescent City Housing Authority board unanimously adopted Resolution HA2025‑01 approving its five‑year plan for the fiscal period beginning July 1, 2025. Housing Authority Director Megan Miller outlined goals focused on increasing the supply of affordable housing through project‑based vouchers, improving program administration to implement HOTMA and INSPIRE federal rule changes, and expanding outreach and partnerships with local agencies and developers.
Miller said the authority has already secured project‑based voucher commitments for multiple developments (Valhalla Pacific, Legacy, Battery Point and Harbor Point) and has remaining project‑based vouchers available for future partnerships. She reported recent accomplishments including award and full utilization of 40 mainstream vouchers, successful emergency housing voucher utilization, HUD recognitions in 2020, a strong CMAP self‑audit record, and software upgrades allowing secure document uploads.
Board members asked about the local waiting list and VASH performance. Miller said the authority's waiting list had 530 applicants (about 30% from out of county), and noted that as project‑based voucher placements roll out, in‑county applicants may face longer waits. On VASH (veterans' supportive housing vouchers) she reported 16 of 28 vouchers currently leased and described increased outreach with VA partners.
Board member moved to adopt the resolution and certification approving the five‑year plan; the motion was seconded and passed on roll call with all present voting yes.
