Council staff said the agreement covers developer-required public-access walkway construction along the Hackensack River/Newark Bayside and involves coordination with state agencies for tidal easements. The contract award follows a standard procurement and resolution procedure presented to the council; the public hearing and vote were completed at the meeting.
Staff described the project as an incremental piece in a larger waterfront strategy: the easement and walkway segments would ultimately connect with other walkway segments near the film studio and behind large commercial sites, and the developer’s site-plan approvals include obligations to build portions of the walkway. The council also approved related resolutions endorsing conservation or tidelands easements to facilitate the work.
The resolution authorizing the contract passed by roll-call vote. Staff said required DEP filings for tidal or tidelands easements remain a developer obligation and that council endorsement assists those filings.
