Commission signs interlocal snow agreement, authorizes Job Corps and reviews chip-seal contract extension

The Lawrence County Commission on Oct. 19 approved several operational items intended to maintain county services through the winter and to support workforce arrangements.
The board approved an interlocal snow agreement with Pennington County that would swap responsibility for specified roads (including parts of Rotchford Road and Nemo Road) and recommended the agreement be perpetual with 30 days’ notice to allow changes. The motion to follow the superintendent’s recommendation carried by voice vote.
On workforce placement, staff reported success with a Job Corps culinary-arts partnership that places trainees to work at the county jail; the Department of Labor requested expanding that arrangement. Commissioners asked about insurance and liability, and staff said Job Corps participants are covered for workers’ comp and liability; the board voted to authorize continued use of Job Corps and Department of Labor personnel at county facilities.
On county road projects, staff presented an amendment to the chip-seal contract to move the completion date to 2026 and maintain liquidated damages once construction begins; the county has not yet signed the contractor’s amendment and agreed to wait for the contractor’s signed agreement before executing the county signature. In a separate paving change-order for Neiman Road, the board approved a reduction in the contract price from $1,027,228 to $990,047.74 and authorized signatures to finalize the change order.
