Commission finds 2050 Regional Transportation Plan in conformance with 2024 Truckee Meadows Regional Plan

The Truckee Meadows Regional Planning Commission voted unanimously April 24 to find the 2050 Regional Transportation Plan (RTP) in conformance with the 2024 Truckee Meadows Regional Plan following a staff presentation and questions from commissioners.

Chris Tolley of Team RPA, presenting the performance review, told commissioners staff recommends the 2050 RTP conform with the regional plan. Tolley said the updated RTP adds new public engagement data, revised goals and a new project-prioritization framework, updated fiscally constrained project lists and a two-band implementation structure that covers 2025–2034 and 2035–2050. He said the plan includes new fiscal and travel-demand modeling and a formal determination of air-quality conformity.

The presentation emphasized alignment with regional land designations (tiers) and the plan’s intent to prioritize investment in the region’s mixed-use core. Tolley described how project costs spanning multiple tiers are apportioned proportionally to each tier. Jeremy Smith (Team RPA) summarized the spatial analysis showing investment concentrated in the mixed-use core and tier 1, reflecting the region’s priority-hierarchy policies.

Commissioner Rob Pierce asked when tier boundaries were established and what capacity targets apply to tier 2. Jeremy Smith said the tier scheme was established during the 2019 regional plan update and explained that tier 2 is intended as a suburban tier with a maximum of 30 dwelling units per acre, though that maximum is rarely reached in existing development.

After staff questions and no public comment, a commissioner moved to find the 2050 RTP in conformance with the 2024 regional plan based on the staff findings. The motion passed unanimously. The RTP now proceeds through the jurisdictions and implementing agencies as described in the staff report.
