City approves emergency seawall/pipe repair at Lock Street boat ramp after pipe disintegration

City staff told the council Oct. 20 that a storm/drainage pipe behind the Civic Arena and pool near the Lock Street boat ramp had disintegrated—staff attributed the deterioration partly to historic pool discharge and chlorine exposure—and that the pipe failure created a sinkhole and safety hazard.
To avoid long delays and an inability to get construction equipment to the seawall, staff proposed an emergency repair to Cofferdam the area, remove and replace the end outlet with a temporary 30-inch pipe and cap it, then have Fishbeck design a permanent reconnection and bid the long-term work. Staff said replacing the exact original pipe without redesign would be unwise because pool discharge practices have changed and EGLE permit timing could push construction into boating season.
Council treated the proposal as an emergency purchase, with Miss Rusey moving to approve the immediate seawall repair work; staff will proceed with temporary repairs and subsequent engineering design and a formal bid process for the long-term solution.
