County attorney Herron presented the change, saying the revision narrows the definition of "substantial improvement" so the county can remain eligible for potential federal assistance after flood events.
"It's not a big change. Just had to change substantial improvement within the definition," County Attorney Herron said while presenting the ordinance. The court moved to approve the second reading (motion by Magistrate Gay, seconded by Magistrate Cullum) and adopted the measure by voice vote.
Court members said the amendment is technical rather than substantive, intended to align local language with state and federal program requirements to protect federal funding eligibility. No public opposition or amendments were recorded during the second‑reading discussion.
The ordinance was advanced as a second reading and will follow the county’s established ordinance adoption process for any final administrative steps. The court chair said staff will file the ordinance and notify appropriate agencies of the change.
