Blue Valley approves pupil-to-teacher ratios, identifies Aspen Grove as open for nonresident kindergarten transfers

The Board approved the pupil-to-teacher ratios and the recommended number of open seats for nonresident students as presented on April 14.
Eric Polam, Assistant Director of Planning and Operations, explained the district applies grade-level pupil-to-teacher ratios to determine how many sections will be staffed and how many seats can be opened while remaining below 75% capacity. He said that no high schools currently meet the criteria; Aspen Grove Elementary is the only K–8 school whose projections fall below 75% and therefore qualifies for published nonresident seats.
Polam provided last year’s metrics for context: the district published 86 seats (including Aspen Grove Elementary and Blue Valley Southwest High School), received 48 applications and, as of last week, had 23 students enrolled from last year’s offers. For the coming year the district reported 44 applications received so far (more than 30 for kindergarten), and recommended publishing 63 open seats in grades K–5 at Aspen Grove.
Board members asked how many accepted nonresident students ultimately enroll; Polam said 23 remained enrolled as of the most recent count (down from 26 earlier in the year) and described some families choosing not to follow through for logistical reasons or because of activity eligibility rules (e.g., a transfer student who would be ineligible for competition for a year per KSHSAA/CASIA rules sometimes declines the offer).
The motion to approve the pupil-to-teacher ratios and number of open seats for nonresident students passed 7-0 (mover: Jody; second: Sonya).
What’s next: Administration will publish available nonresident seats consistent with the adopted ratios and the district’s priority rules (siblings of current nonresident students, military students, students in custody of DCF living with a nonresident student, employees' children, prior-year attendees, and students experiencing homelessness).
