Nevada cosmetology board declines emergency suspensions for four establishments after staff review

The Nevada State Board of Cosmetology reviewed four reports alleging prostitution-related activity at licensed establishments and voted on March 10 not to issue emergency temporary suspensions under NRS 644.855.
Staff explained that the statute (NRS 644.855) is narrowly tailored to immediate threats to public health, safety or welfare and is triggered when law enforcement reports an incident. For Valley Spa (SDash708692), owner Adam told the board the related case had been dismissed. For Best Asian Massage (S708597), owner Wen Zheng joined by phone; counsel for Yang Bai (NDash106299) said the business had closed and the citation’s initial court appearance was set for March 24 in Las Vegas municipal court. Blue Aroma (SDash708511) had no representative on the line and staff noted its license was expired.
In each case board staff recommended not to issue an emergency suspension; multiple board members moved to uphold staff recommendations and the board voted to do so. The board emphasized that the emergency suspension is a limited remedy for immediate safety risks, and staff said that where a business is expired or closed, the board may still pursue other enforcement avenues outside the emergency suspension process.
The board recorded motions consistent with staff recommendations and indicated staff will follow up with representatives where appropriate. No emergency suspensions were ordered during the meeting.
