Nevada cosmetology board allows incarcerated applicant to retake licensing exams

The Nevada State Board of Cosmetology voted on March 10 to permit Bridgette (Brenda) Stokes Wilson to retake cosmetology licensing examinations while incarcerated, approving her petition to participate in the New Path training program.

Stokes Wilson told the board she would like to “apply to take the test to renew my cosmetology license here at Florence McCluer Women Correctional Facility” so she can “give back to the community, to assist inmates here” and help graduates transition back into society. Director Bramo and New Path supporters described the program’s recent graduates and the opportunity it creates for licensed work after release.

Board staff said Stokes Wilson had been a previously licensed cosmetologist and that her license had expired in 2009; staff did not unilaterally approve or deny the petition but placed the matter before the board for deliberation. Executive Director Steve McDonald and Director Bramo described the program and its outcomes; Director Bramo said board staff had reviewed the felony submission in accordance with law and presented it for the board’s decision.

Board member Herbert Douglas moved to allow Stokes Wilson to retake the examinations so she may reinstate her license; Board member Warren River Harris seconded the motion. The board voted in favor and the motion carried. Chair announced staff will follow up with Stokes Wilson and New Path on next steps.

The decision is limited to permitting Stokes Wilson to retake the exams; the board did not enact any additional disciplinary or licensing conditions during the meeting. The board did not provide a timeline in the hearing for when testing arrangements would occur; staff told the petitioner they would be in contact about how to proceed.
