Daviess County fiscal court approves year‑end transfers and awards $495,000 HVAC contract for detention center

Daviess County Fiscal Court met Monday, June 30, 2025, and approved a series of year‑end items including minutes, departmental claims, the final round of budget transfers for the fiscal year and a $495,000 contract to repair and replace HVAC systems at the Daviess County Detention Center.

Treasurer Mister Johnson described the transfers as the third and final round for the fiscal year and said they do not increase the county’s budget but reallocate existing funds. "We are simply moving money around within the budget," he said, asking the court to approve transfers of $46,900 from the general fund and $22,500 from the solid waste operating fund. The court approved the transfers by voice vote.

On a procurement item, procurement staff Miss Sturgeon told the court the county received four bids for bid number 242586 and recommended awarding the contract to Henry's Plumbing Incorporated in the amount of $495,000. Sturgeon said the work follows hailstorm damage from March 15 and that the recommended vendor’s equipment is the brand used across county facilities. "The cost of the repairs and replacements will be offset by insurance reimbursement," she said. The court approved the award by voice vote.

The court also approved a resolution naming an applicant agent for federal disaster grants. Johnson told the court that "each year, FEMA and Kentucky EMA require the fiscal court name an applicant agent" and said he has completed the required training and can continue to serve in that role; the court approved his reappointment by voice vote.

During the meeting the court accepted a county road, Pine Valley Cove in the Bridgewood subdivision near Owensboro, after the county engineer inspected and confirmed the road meets county maintenance standards. The resolution described the segment as 241 feet long and 31 feet wide. County counsel explained the adoption corrects a prior clerical error and the court approved the resolution by voice vote.

Other routine business — approval of minutes from the June 19 meeting and approval of departmental claims — was handled at the start of the session and carried by voice vote. Court members gave verbal assent with "aye" and no roll‑call tallies were recorded in the minutes.

The court adjourned after a brief public‑comment period.
