Red Line Extension: CTA outlines $2.9B in awards, community office, demolition progress and DBE participation

Bill Mooney and Juan Pablo Prieto provided a comprehensive construction update on the Red Line Extension program. Mooney said the RLE program is being delivered through approximately 20 contracts, centered on a major design‑build contract awarded to Walsh Vinci with about $2.9 billion in awards to date and roughly $638 million remaining in pending awards. Staff secured a full funding grant agreement and issued a notice to proceed; the design‑build team has submitted intermediate design packages and is performing environmental and geotechnical fieldwork.

Advanced demolition and utility work is well underway: Mooney reported that roughly 76 of 85 targeted structures have been demolished, with the remaining parcels requiring more complex remediation. CTA has established a project office and a community office at 401 West 111th Street (near Pullman) that staff expect to open to the public in early November and to provide in‑person outreach, workforce events, DBE certification drives and virtual office hours. Prieto highlighted DBE outreach: as of July 31 CTA had awarded over $260,000,000 to 116 distinct DBE firms (25 new to CTA) and had set a 25% DBE goal for the design portion; the design portion currently shows $35,000,000 awarded to 22 distinct DBEs (16.58% of the goal).

Staff described extensive community outreach (weekly newsletters, activation meetings, banners on acquired properties) and committed to continuing public engagement and reporting on both construction progress and related transit‑oriented development.
