Tom McCall and staff described three primary sources of new funding: an IEPA/Driving a Cleaner Illinois grant (from Volkswagen settlement proceeds) routed through RTA to support procurement of up to 30 all‑electric buses, an IDOT technical services grant of $737,397 (with a CTA match of $184,000) for bus corridor planning, and reprogramming $47,300,000 in Rebuild Illinois state bond/PAYGO savings from near‑complete projects into priority work including Forest Park modernization (phase 1), California Blue Line all‑stations‑accessible work, the Red Line Extension, Clark & Lake station redevelopment, the Thompson Center project, 43rd Street Green Line work, and special track work on the O’Hare Blue Line.
Director Raquel asked for clarity on specific project locations and community benefits; staff walked through the list and noted the electric bus funding as a new allocation that will produce environmental and operational benefits. The committee voted to place the ordinance on the omnibus for full board approval.
