He told council one parcel lies in Saint Charles Township and another in Swan Creek township. Staff said the request was referred to the village attorney for guidance and that if the attorney drafts a resolution it would return to council for a vote. Officials also discussed water/sewer implications for an annexed property and explained that out‑of‑village water/sewer rates can be higher.
Fireworks proposal: representatives from the Saint Charles Haunted House Association and a contractor (Wolverine) presented a plan for a fireworks display on Halloween night to mark a 40th‑anniversary event. The presenter said the company is insured, uses commercial‑grade cake shells, coordinates with the DNR and fire department, and will secure state display permits; the council asked that the group submit required paperwork for council approval.
Farmers Marketplace: Parks staff and members discussed low vendor participation and tornado damage to site infrastructure. Given uncertain vendor recruitment and park restoration needs, council voted to "scratch" the Farmers Marketplace for 2025 and revisit the event next year.
Next steps: staff or proponents will bring permit paperwork for the fireworks display for council approval and the village attorney will be asked to advise on the annexation request; the Farmers Marketplace is canceled for the current year.
