Washington council adopts three ordinances, schedules executive session
Summary
At its Sept. 2 meeting the Washington, Mo., City Council approved two budget amendments to cover final contractor payments, authorized a precision I&I microdetection study, approved routine consent items and voted to enter executive session under Missouri statute 610.021.
The Washington, Missouri, City Council on Sept. 2 approved three ordinances — two budget amendments and a contract authorization — adopted routine consent items and voted to move into executive session to discuss personnel, legal and real estate matters.
By voice vote the council approved minutes from prior meetings after a motion by Packy and a second by Coulter, and then adopted the consent agenda, which the clerk said included the collector/treasurer's summary for May 2025, the monthly investment report for May 2025 and final payment requests for Fox Crest sewer extensions and mainstage roof work.

Council procedures and remarks
Mayor's report: The mayor said the council’s second September meeting will be delayed to Monday, Sept. 22, due to the Missouri Municipal League conference, and highlighted local infrastructure and industrial-park activity. "Washington School District, their AP test results were outstanding. I mean, like, almost 20 points higher than they've ever been," the mayor said, linking improved test results to local growth.
City administrator: The city administrator reminded the council of a sales tax renewal committee meeting set for Sept. 12 at 11:30 a.m. and said the committee will focus on transportation and upcoming Highway 47 improvements; a public meeting on Highway 47 is expected in October, the administrator said.
Executive session: The city attorney called a public vote to hold a closed meeting under Section 610.021 RSMo 2000 to discuss personnel, legal and real estate matters. The council voted to convene the executive session and the chair announced the transition.
What passed and what’s next
The ordinances passed at the meeting will be implemented according to the motions adopted: budget transfers to the capital improvement sales tax fund to cover final contractor payments, and authorization to accept the Dukes Root Control Inc. proposal for the wastewater microdetection study. Council members did not provide a public schedule for implementation of those items at the meeting. The session then moved to executive session as announced by the city attorney.
