Council approves Snappy and Goodwill land developments; Goodwill approval conditioned on view-shed screening

The City Council of Saint Marys approved two land-development referrals and a CDBG modification, and attached a condition to the Goodwill relocation to address a local historic view-shed.
Council reviewed a 2023 CDBG modification to cut out and repave two identified spots to complete an ADA portion of the project at Memorial Park. Staff said the modification would focus on the worst areas near the pavilion; Tony moved and Shane seconded the modification, which the council approved by voice vote.
On land development, council considered Snappy's referral from the planning commission. Staff said the development required a variance for the number of parking spaces but that the planning commission addressed the issue; Shane moved to approve the land-development recommendation and Steven seconded, and council approved the request.
The Goodwill site-review prompted more discussion. Council members raised concerns that moving Goodwill from a downtown location to the edge of town could reduce walk-in access for some patrons while improving parking. A number of council members also said the new building could affect the sight-lines behind Deckers Chapel, a locally noted historic/tourist feature. One council member said, "I would like to see something provided that that issue be addressed because I think it's an important one, at least for our tourist industry." Goodwill representatives said the new building would sit toward the back of the lot and that planting/screening could be provided. Council approved the Goodwill land-development request with an explicit condition requiring screening/landscaping to protect the Deckers Chapel view-shed; the motion passed on a voice vote.
Council also approved tentative CDBG projects for 2025 in a separate motion.
The approvals were procedural and conditional in the case of Goodwill: staff retained authority to confirm that the landscaping/screening condition is met within the 90-day application-review window or through the planning process.
