After the oath, commissioners moved to nominate and confirm a vice chair; a motion to name Larry Ludlam was seconded and carried with an "aye" vote.
The commission proceeded to the consent agenda, approving minutes from its Aug. 26 regular meeting and two September sessions in a single motion that carried unanimously. Chair remarks during the session reiterated public-input rules and the schedule for the evening's hearings.
The swearing-in and internal appointment were the principal governance actions taken at the start of the meeting; substantive land-use hearings followed later in the agenda.
