Sparks council approves CAPER submission documenting CDBG spending and obligations

City staff presented the Consolidated Annual Performance and Evaluation Report (CAPER) to the Sparks City Council on Sept. 8 for submission to the U.S. Department of Housing and Urban Development.
Casey Chaplin, administrative analyst, said the city received $688,234 in new CDBG entitlement funds for FY24/25, rolled forward $115,239 from prior years, had program income of $125,500 and $330,000 in CDBG‑CV funds, for a total of $1,258,973 available in FY24/25. Chaplin reported the city expended $342,833.66 of entitlement funds and had $527,930 obligated, including $93,781 identified for a Deer Park play structure; two projects had been delayed earlier but would be reported in next year's CAPER when completed.
Council opened a public hearing, heard no public comments on the item, and voted to approve the CAPER submission to HUD unanimously. Chaplin noted the CAPER is a HUD requirement to maintain CDBG funding eligibility and said the city expects an estimated entitlement of about $700,000 for the upcoming fiscal year pending federal budget actions.
