Shelton commission declines to open public hearing on proposed 57‑unit building at 74 Todd Road

The Shelton Planning and Zoning Commission declined to open a public hearing on an application for a four-story, 57-unit multifamily building at 74 Todd Road (application 25-16) on Sept. 17 because required materials were not available for public review.

Chair Virginia Harger summarized materials posted on the city’s website and the application’s history: a prior application (2501) had been accepted for review March 12, opened and continued April 9, and then denied without prejudice on May 14 after applicants signaled substantial changes. The new petition and supporting documents were listed online, but Harger said certificates of mailing and architectural plans were not uploaded by the filing deadline because City Hall had closed the business day before the meeting.

Applicant representatives said they believed all documents had been submitted; staff reported that the architectural plans were absent from the online package. Mister Crowder was referenced in the record as the person who uploaded some documents on July 30, but staff said floor plans were submitted only in paper form on the meeting day and had not been uploaded prior to the hearing.

Given the public’s inability to review the application materials in advance, Chair Harger said the commission would not open the public hearing that evening and directed the applicant to upload the missing materials so staff and the public could examine them; staff will coordinate a future date to open the hearing. The meeting was adjourned at 6:22 p.m.

No formal vote or decision on the merits of the proposed development was taken at the meeting.
