Sparks City Council issues multiple proclamations recognizing citizenship, Hispanic Heritage, FTD awareness and community positivity

At its Sept. 8 meeting, the Sparks City Council issued several ceremonial proclamations and heard brief remarks from community representatives.

The council proclaimed Sept. 17, 2025 as Citizenship Day. Coach Jose Espaf1a Jimenez, who said he became a U.S. citizen on Aug. 22, described the long path to naturalization and urged inclusion for immigrant residents. "Citizenship is one important milestone, but the spirit of citizenship ... is continuously displayed by immigrants long before their path towards citizenship is complete," he said.

The council also proclaimed Sept. 15–Oct. 15 as Hispanic Heritage Month. Jafet Sanchez, director of the Latino Research Center, said the center will host a mural unveiling by local artist Edwin Martinez Escobar and multiple events throughout the month to highlight Latino/Hispanic contributions to the region.

Council members proclaimed September 2025 as Frontotemporal Degeneration awareness month. Scott Ochsarvard, an ambassador with the Association for Frontotemporal Degeneration, described caregiver burdens and local meet‑and‑greet events and encouraged residents to consult aftd.org for resources and support.

Finally, the council proclaimed Sept. 15 as 'Accentuate the Positive' day, recognizing Truckee Meadows Tomorrow's effort to highlight positive community impacts; Edward Esapono, the group's board president, said the revived event will showcase nonprofit and business contributions across the Truckee Meadows.

All proclamations were ceremonial and did not carry financial or regulatory change.
