The City Council approved Ordinance 2‑2025 on first reading, an annual budget amendment that carries forward purchase orders and unspent capital improvement project (CIP) balances from fiscal year 2024 into the current fiscal year. Finance Administrator Ariane Panzak told the council that the total carryforward amount for purchase orders and CIP balances is about $29.5 million and that top projects included the District Park Field House ($9.9 million), the Coyote Gardens widening ($4.8 million) and a police department expansion ($4.6 million).
Panzak also described smaller adjustments across multiple projects — including resurfacing of PGA Park playgrounds, repairs to the tennis center roof, increased lighting for pickleball courts, expanded cellular service for emergency management and a portable generator for the aquatics facility — and noted staff recommended approval on first reading. Council members praised staff for conservative budgeting and higher investment income that increased fund balances.
The ordinance was approved on first reading with a recorded roll‑call vote. Staff said contingency funds set aside for the police expansion would be returned to fund balance if unused and that the city increased its unassigned reserve to strengthen emergency response capacity.
