At the Sept. 22 meeting, a consultant described a proposed $46,000 scope of services to prepare and administer the city's 2025 Community Development Block Grant (CDBG) application and subsequent grant administration.
The consultant broke the total into discrete tasks: application preparation and project selection ($13,750); grant administration ($10,250); activity development including subrecipient agreements ($11,250); and activity management including procurement and construction-phase support ($10,750). The contractor said the work would include IDIS financial management, contract review, environmental reviews, Davis-Bacon enforcement and payroll monitoring when triggered by project type.
Councilmembers asked clarifying questions about where environmental-review and payroll-review costs would be charged; the presenter said those costs would be allocated to the activity where appropriate rather than double-charged to administration. Staff confirmed the described amounts had been built into the projects as presented in the application.
The presentation was informational; staff said the application will be submitted to the Department of Community and Economic Development (DCED) on Oct. 31 and that, if the grant is awarded, a professional-services agreement will return to council for approval.
