Lock Haven Council adopts active transportation plan to guide bike, pedestrian and safety projects

Lock Haven City Council voted Sept. 22 to adopt a draft active transportation plan designed to improve walking, biking and overall safety across the city.
Consultant Barb Pegg, who presented the plan remotely, told the council the document groups goals and strategies into three main categories — access and connectivity; safety and comfort; and livability and health — and pairs each catalytic project with an implementation matrix that lists timing, cost estimates and likely partners. Pegg said the plan also identifies quick-action items the city can implement without major grant funding.
The council and staff noted the plan’s role as a “recipe book” for future grant applications and capital projects. Council members acknowledged participation from a steering committee, the planning commission and the public: staff said the county contributed $5,000 toward the work. Abby, a staff member who helped compile the application materials, was credited for application preparation and outreach.
Council members approved the plan on a roll-call vote. The plan will be incorporated into the city’s comprehensive planning materials and used to prioritize future projects, including sidewalk improvements, gateway enhancements on North Fairview Street and a set of catalytic projects listed in the implementation matrix.
Next steps: staff and the steering committee will begin prioritizing projects for implementation and seek appropriate funding partners and grant opportunities described in the plan.
