Council renews Mediacom franchise, approves FY25–26 capital budget changes and authorizes phased wholesale water rate increases

Hopkinsville City Council held several routine and legislative votes Aug. 19, approving a Mediacom franchise renewal, a FY2025–26 capital equipment and property replacement budget amendment, and authorizing wholesale water rate changes on the Hopkinsville Water Environment Authority’s recommendation.
Ordinance 21-2025 authorized a 10-year limited cable franchise agreement with Mediacom Southeast LLC, with the franchise agreement term to expire on Aug. 30, 2035; the ordinance passed on second reading after roll-call vote.
Ordinance 22-2025 amended the city’s FY2025–26 capital budget with total capital revenues and expenditures of $3,576,005.00. Line items included information technology ($190,000), police ($575,005.41), fire ($350,000), city maintenance ($360,000), parks and recreation ($70,000) and buildings and properties ($1,050,000), plus transfers and reserves outlined during second reading. The ordinance passed on second reading by roll-call vote.
Municipal Order 36-2025 approved wholesale water rate increases recommended by the Hopkinsville Water Environment Authority (HWEA) for the Christian County Water District, subject to Kentucky Public Service Commission approval. The authorized rate increases are phased: phase 1 effective 10/01/2025, phase 2 effective 10/01/2026 and phase 3 effective 10/01/2027. The council authorized HWEA to seek PSC approval and took the motion by voice vote.
Appointments: executive orders announced that Kate Russell will be reappointed to the Hopkinsville Christian County Public Library Board of Trustees for a term effective 09/01/2025 through 08/31/2029, and that Juliana Carlisle will be appointed to the Human Rights Commission to fill an unexpired term through 06/30/2026; no action was required on these items.
Closed session and adjournment: council entered closed session under the Kentucky statute cited for economic development; council reconvened and reported no action taken, then adjourned.
