Council approves Kimley Horn reports and a $30,000 amendment to on-call engineering services; members request procurement review

Kimley Horn & Associates presented its monthly engineering report covering Greenville Avenue reconstruction, stormwater utility fee projections, parks-and-trails master-plan work and GIS updates.

Kimberly Horn said the construction-phase services amendment for Greenville Avenue will move forward once the contractor contract is executed and noted extensive GIS and interactive map updates tied to new subdivisions. Council members asked about construction signage, project start dates and whether developer costs are being recovered; staff said pass-through charges are billed back to developers when appropriate.

Council then considered Amendment No.2 to Individual Project Order (IPO) 30, to cover August and September engineering services with a not-to-exceed amount of $30,000. Kimberly Horn explained the types of work included (record-drawing updates, interactive-map updates, pump station coordination and meeting attendance). One council member moved to approve Amendment No.2 but asked that any future Amendment No.3 be paused until an across-the-board review of consultants, contractors and engineers could be completed within 90 days for cost-savings analysis; council agreed to approve Amendment No.2 while deferring broader procurement review.

Council approved the Kimley Horn report and the Amendment No.2 motion. Staff said the on-call budget will revert to normal levels next fiscal cycle and that the additional amendment was to cover recent work volumes tied to rapid development.
